A federal judge in California has ruled that immigration provisions used by the Trump administration to target noncitizen students over pro-Palestinian advocacy are unconstitutional when applied to protected speech.

U.S. District Judge Noel Wise said the government’s use of broadly defined foreign-policy interests violated First Amendment speech protections and Fifth Amendment due-process guarantees.

The case was brought by The Stanford Daily, which said writers had censored themselves because they feared visa cancellation or deportation.

The administration may appeal. The ruling adds to a separate federal decision in Boston rejecting similar enforcement.
