French President Emmanuel Macron says he discussed ideas for a Russia-Ukraine energy truce with President Donald Trump, aiming to stop attacks on power infrastructure before winter turns the electrical grid into another front line.
Macron described the meeting as constructive and said Ukraine urgently needs more interceptors for air defense. He planned to continue the discussion with Ukrainian President Volodymyr Zelenskiy during meetings around the United Nations General Assembly.
Power systems have become military targets
Repeated strikes on power plants, substations, fuel facilities and transmission networks can disrupt military logistics, but civilians experience the damage in dark apartments, cold hospitals and interrupted water systems. Repair crews then work under the threat of follow-up attacks.
Both Russia and Ukraine have targeted energy sites. A reciprocal moratorium would need clear definitions, monitoring and consequences for violations. Even identifying whether a particular industrial site primarily serves civilian or military needs can become a dispute.
A limited agreement may be more reachable
A broad peace settlement remains distant. Narrow arrangements—prisoner exchanges, grain corridors or restrictions on particular targets—can reduce harm without pretending the central conflict has been solved.
The danger is that a temporary pause could be used to repair military capacity before attacks resume. The opportunity is that a successfully observed agreement could build a small amount of trust and spare civilians from another season of deliberate infrastructure damage.
