Cardinal Matteo Zuppi, Pope Leo’s envoy for Ukraine, is expected to visit Moscow later this month for talks focused on prisoners, separated families and other humanitarian needs created by the war. It is quiet, difficult work without a victory banner, which is usually how one recognizes the work that might actually help somebody.

Russia’s RIA news agency reported that Zuppi is expected to meet Kremlin foreign-policy adviser Yuri Ushakov. The Vatican had not announced a detailed itinerary Monday.

The mission is deliberately narrower than a peace summit

Zuppi has spent years pursuing humanitarian channels connected to the conflict, particularly the return of Ukrainian children, family reunification and prisoner exchanges. He previously visited Moscow in October 2024 and has also held talks in Kyiv, Washington and Beijing.

The cardinal is president of the Italian bishops’ conference and a longtime member of the Community of Sant’Egidio, a Catholic movement known for mediation. His role does not make the Vatican a formal negotiator between Russia and Ukraine. It gives the Holy See a channel through which intensely practical questions can sometimes move when larger diplomacy has stalled.

Humanitarian diplomacy counts one person at a time

Religious diplomacy is often judged by whether it produces the cinematic handshake and the signed peace agreement. Those outcomes are rare. A list of prisoners, a child returned to relatives or a family permitted to reunite can look modest beside declarations from heads of state. To the people involved, it is the entire world.

The planned visit comes as fighting continues and political positions remain far apart. No envoy can erase that reality with a meeting. Zuppi’s task is to preserve a human channel through it.

Faith institutions are often most useful when they resist confusing access with applause. Zuppi’s mission will not settle the war. If it returns prisoners, reunites families or keeps one door from being nailed shut, it will have accomplished something more substantial than another room full of statements.
