President Donald Trump says the United States has entered an agreement aimed at taking majority control of 65 billion barrels of Venezuela’s proven oil reserves.

The administration says private investment would rebuild production in the Orinoco Belt and Lake Maracaibo without direct cost to American taxpayers. Venezuelan interim President Delcy Rodriguez has publicly supported the initiative.

Important details—including ownership structure, legal authority and investor protections—have not been fully disclosed. Analysts warn that damaged infrastructure and Venezuela’s heavy crude could make significant production increases slow and expensive.

The announcement comes as the administration seeks lower fuel prices and additional supplies for the Strategic Petroleum Reserve.
