ROME — The Vatican has assembled 147 newly appointed bishops from five continents for an eight-day formation course, and the agenda includes a subject the Catholic hierarchy can no longer bury beneath incense and administrative Latin: safeguarding and the handling of abuse cases.
Vatican News says the September 2–10 program also covers governance, canon law, liturgy, mission, cultural change, interreligious dialogue, new religious movements, priestly formation and challenges facing clergy.
Why bishops need governance school
A bishop is not merely a ceremonial figure with better robes. He oversees personnel, money, discipline, schools, parishes and responses to allegations that can determine whether victims receive justice or institutions protect themselves.
Ninety-eight participants are attending a course organized by the Dicastery for Bishops; another 49 are in a program organized by the Dicastery for Evangelisation. The gathering is scheduled to conclude with an audience with Pope Leo XIV.
Training is the opening bid
Including abuse-case management in the curriculum is necessary. It is not proof that safeguarding systems work. Catholics and survivors have heard policy language before, then watched accountability dissolve inside jurisdictional mazes.
The measurable questions come afterward: Do bishops report allegations promptly to civil authorities where required? Are accused clergy removed from ministry during credible investigations? Are records preserved? Are survivors informed? Are senior leaders disciplined for concealment?
A formation course can teach the process. Only transparent conduct shows whether leaders follow it when scandal reaches their own cathedral office.

Our generation was told not to question authority and then spent adulthood learning exactly why authority needed questions. A modern bishop must understand that “trust us” is not a safeguarding plan and institutional reputation is not more sacred than a human being.
The Vatican deserves credit for putting abuse and governance on the syllabus. The final grade, however, will be issued by actions—especially when following the rules becomes embarrassing, expensive or inconvenient.
